Staff councils represent the interests of employees in the public sector. They have the right to have a say and co-determination in working conditions and therefore play a significant role within their department. Consequently, members of staff councils have to take on a variety of tasks and know their rights and obligations in their interaction with the department. This training prepares (re)elected members of the staff council for this challenging task in a practical way.

Basics of staff council work
- Principles of trusting cooperation between the department, staff council and trade unions.
- Explanation of specific and undefined definitions.
- Get an overview of the structure of the BPersVG and learn how to deal with commentary literature and case law.
- Get to know the electoral principles of staff representation at a glance.
Provision of the Staff Council
- Honorary office and entitlement to time off.
- Right to unhindered performance of duties as a staff council, protection against transfer, secondment and dismissal.
- Rights and obligations as a staff council, in particular the duty of confidentiality and the prohibition of recourse to external bodies.

Cooperation and meetings of the Staff Council
- Invitation and setting of the agenda.
- Adoption of resolutions and quorum as well as adoption of resolutions by electronic means.
