The right to issue instructions is the employer's "royal right". It entitles the employer to unilaterally specify the employee's obligation to perform, which is only described in general terms in the employment contract, by issuing instructions. The employer can issue various instructions regarding the time, place and performance of the work as well as specific rules of conduct. In the public sector, the right to issue instructions is particularly broad. In addition, there are special collective agreement provisions that specifically characterize the right of a public employer to issue instructions within the scope of the TVöD and TV-L. The training explains the general and special provisions on the right to issue instructions in the public sector on the basis of practical cases and offers a comprehensive, practice-oriented overview of the typical legal issues and problems that can arise with instructions issued by public employers.
